Event Organizer's Perspective on Local Manpower Performance: A Case Study of PT Multi Taruna Sejati
Main Article Content
Abstract
Out-of-town events frequently rely on local manpower to meet operational demands and reduce costs. However, differences in experience, discipline, and regional characteristics may affect local manpower performance in the field. This study aims to analyze PT Multi Taruna Sejati's (PT MTS) perspective on local manpower performance and to examine its management system in supporting successful event implementation. A qualitative case study approach was employed, with data collected through in-depth interviews with three PT MTS internal informants, observations of two field events, and supporting documentation. Data were analyzed thematically, drawing on Bernardin and Russell's (2013) performance dimensions and multi-team systems theory. Findings reveal that PT MTS's perspective on local manpower performance is situational: local manpower is assessed positively for availability and regional knowledge, but generally falls short of PT MTS's standards in attitude, punctuality, initiative, and progress communication, with regional variation Bali based manpower was rated closest to the company's standards. In terms of management, PT MTS operates an adaptive, trust-based system through four stages: personal selection by name based on trusted referrals, section-head organization structure, tiered briefings and real-time WhatsApp coordination, and active field monitoring. This study concludes that PT MTS's management system constitutes a structured response to local manpower capacity gaps: the success of cross-regional MICE events depends not solely on the intrinsic quality of local manpower, but critically on the quality of the management system built by the lead event organizer. The study recommends that PT MTS develop a verified manpower database, a systematic performance evaluation format, and more standardized briefing procedures.
